Also the wages for soldier and officers greatly affect soldier numbers as much as national focus. If your men are starving and better off as a farmer they will just desert and become farmers.

Each 'population' of soldiers needs to be large enough to support a brigade. IIRC, the formula is for the first, and then more per brigade supportable. You may want to use some national focuses to encourage soldiers, or you could increase the funding your soldier POPs get through your budget window.
